SYNOPSIS
Back to year 1983, The South Korean president and his delegates are visiting Burma (now Myanmar) when a bomb planted by North Korea explodes, killing some high ranking officials. To strike back, five South Korea officials plan an underground operation to enter North Korea and kill North Korean agents. Without the President's knowledge, Lee Jin-Pyo (Kim Sang-Joong) and Park Moo-Yul (Park Sang-Min) worked as bodyguards at the Blue House organize a 21-men troop to execute the plan. However, as the operation was taking place, the five officials change their minds, aborting the plan in order to avoid an international crisis if the mission were to be discovered. The Major concern is that the US will withdraw its nuclear protection if the mission is made public. The officials decide to give up on the 21 special force members. While the troops swim to the submarine which is supposed to take them back to South Korea, snipers from the submarine shoot and kill all the troop members, excepting Lee Jin-Pyo - who being saved by Park Moo-Yul uses his body to shield Jin-Pyo. Iin-Pyo carrying out a promise to his fallen comrade and good friend Moo-Yul to take revenge. Jin-Pyo kidnaps Moo-Yul's son and flees to the mountains of Thailand. There, he raises the child as his own and trains the boy intensively in combat. Seven years later, Lee Yoon-Sung (Lee Min-Ho) is a talented MIT-graduate who works at the Blue House for National communication Network Team. He plans revenge on five politicians who caused his father's death with his surrogate father Lee Jin-Pyo (Kim Sang-Joong) and eventually becomes a "City Hunter". At the Blue House, Yoon-Sung meets Kim Na-Na (Park Min-Young), who works as a bodyguard there. The story of love and revenge begins...
